Offender Charged with Aggravated Vehicular Hijacking with a Firearm and Armed Robbery

Offender: Phillip Smith, 25 – 3900 block of West Flournoy Street Chicago, IL

Charges: One felony count of Aggravated Vehicular Hijacking with a Firearm One felony count of Armed Robbery

Court: Central Bond Court- 26th & California – May 19, 2017

Narrative: Phillip Smith was arrested and charged with aggravated vehicular hijacking with a firearm and armed robbery after he was identified as the offender who approached the victim with a firearm at approximately 3:30 am on April 11, 2017 on the 600 block of South Wabash and demanded the victim’s wallet and vehicle.

17 May 17 – Community Alert 15th District Wanted for Attempt Child Luring 015th DistrictOn May 04, 2017 at, at approximately 7:30 a.m., the 12 year-old minor victim was walking on the 400 block of North Cicero. The unknown offender was standing in the alley and walked closer towards the victim. The offender looked up and down at the victim and said “hey, hey, come here”. The minor victim continued to walk away but the offender followed her to Ferdinand Street. As the offender got closer the victim in fear for her safety began to run until she caught up to her brother. The victim notified the school and her mother who called 911. The offender fled on foot in unknown direction.

About the Crime:
This alert gives notice to citizens residing in the 009th District (Deering) of burglary
incidents which have occurred during the month of May. In these incidents,
offender(s) gain entry by force into residences and take property from therein.
These incidents have occurred at various hours of the day in the general
geographical locations listed below:
Incident times and locations:
3000 Block of West 55th Street on May 4, 2017 between the hours of 08:00AM-
10:00AM.
5000 Block of South Rockwell Street on May 4, 2017 between the hours of 9:30AM-
4:00PM.
5300 Block of South Talman Avenue on May 5, 2017 between the hours of 9:00AM-
1:40PM.
5000 Block South Avenue on May 9, 2017 at 11:55AM.
What you can do:
• Keep the perimeter of your property well lit
• Report suspicious activity immediately
• Keep doors and windows secured
• Immediately repair any broken windows, doors or locks
• If video surveillance is available, save and make a copy of the incident for
investigating detectives.
• If you are a victim do not touch anything, call police immediately
• If approached by a witness to the incident, request contact information

CHICAGO – CPD Superintendent Eddie Johnson addressed community members and police officers today to announce the Department’s new set of use of force policies, which emphasizes sanctity of life, de-escalation and accountability. The new set of policies is based off of feedback from two public comment periods, numerous community meetings and officer and supervisor focus groups. The policies provide clear direction for officers when the use of force is permitted and the Department will engage in an accelerated training schedule to ensure that every officer has the comprehensive training and support necessary to implement the policy.
“CPD’s new use of force policy represents a major step forward for the Department, reflecting national best practices and input from officers and the community to truly be called a policy created by Chicagoans for Chicagoans,” said Superintendent Johnson. “It is among the first examples of what I consider to be the vital partnership we need in our city where officers and residents work together to shape how we make our streets safer.” For More Information Click Here

16 May 17 -Charges for Matthew De Leon

De Leon  was placed into custody after being positively identified as the offender who punched a 46-year-old female working as a security guard on the 600 block of N. Franklin on May 14, 2017 at 2:15 a.m.  On May 15, 2017, De Leon was arrested in the 2nd District (Wentworth) and charged accordingly.  No further information is available at this time.

This alert gives notice to citizens residing in the 1st (Central) District of robbery related incidents
during the month of March and April. Unknown offenders have approached drivers of vehicles
stopped in traffic. The offenders are exiting the vehicle they are in, displaying handguns and ordering
