Juvenile Intervention and Support Center (J.I.S.C.)

Program Scope

Under a multi-agency approach to juvenile crime and delinquency, the Chicago Police Department (CPD) has begun to implement and test its most comprehensive juvenile intervention model. Participating with the CPD, are:

  • The Cook County State’s Attorney’s Office,
  • Cook County Probation Department with Juvenile Court,
  • Chicago Department of Family & Support Services
  • The Illinois Department of Children’s and Family Services,
  • SGA – Youth and Family Services
  • As well as other governmental and civic organizations.

The foundation of this intervention model focuses on the creation of Chicago’s first Juvenile Intervention and Support Center (JICS). The JISC is located at 3900 S. California Avenue and provides police and social service intervention services for the CPD Districts 2, 7, 8, 9, 10, 11 and 12. The central purpose of the JISC is to reduce juvenile crime and recidivism.

The Juvenile Intervention and Support Center:

  • Provides more effective coordination of the activities and services of police, prosecutors, case management, social workers, and probation officers to improve the overall efficiency of juvenile offender processing.
  • Enhances case management for juvenile offenders requiring these services.
  • Improves the quality and coordination of service provider referrals
  • Expands the availability and use of conferencing, peer juries, and other victim-participant diversion options
  • Expands the involvements of schools, mental and health care, and other key social service partners in addressing the problems of juvenile crime.
  • Fosters the development of improved and expanded juvenile offender prevention and intervention services.
  • Reduces the incidents of juvenile crime and the recidivism rates of those juvenile serviced at the JISC.
  • Dramatically reduces the number of juveniles that are vulnerable to criminal gang recruitment.
