Attempt Vehicular Hijacking 012 District community alert JA154853On February 15, 2017, at 2:15 p.m., an unknown offender approached the victim while she was in her car on the 2000 block of West Chicago Avenue.  The offender opened up the driver’s side door of the victim’s car and attempted to enter the vehicle by grabbing the victim by the chest, pushing her down in a forceful manner.  The victim was able to fight the offender off and forced him out of the vehicle. The offender then fled the scene west bound on Chicago Avenue.

DUI SATURATION PATROL – OGDEN (10th) DISTRICT

The Chicago Police Department will be conducting a DUI Saturation Patrol in the Ogden (10th)

District this weekend. The DUI Saturation Patrol will commence at 7:00 p.m. on Friday,

February 10, 2017 and end at 3:00 a.m. on Saturday, February 11, 2017.

The purpose of this program is to saturate a pre-designated area with roving police officers

that continually monitor vehicular traffic for signs of impaired driving. Patrols also place

emphasis on speed, alcohol-related and safety belt violations. Police vehicles equipped for

speed detection are deployed to apprehend speeding violators.

In addition, the Breath Alcohol Testing (BAT) Mobile Unit may also be deployed to allow

officers to expedite the process of charging a person with Driving under the Influence (DUI)

prior to transporting an alleged into the nearest lockup for bonding. The mobile unit also allows

for Individual Recognizance Bonds (I-Bonds) to be issued at the site of the DUI Saturation

Patrol.

The DUI Saturation Patrol conducted in the Near West (12th) District on February 4-5, 2017

resulted in the following:

Unsafe Vehicle Violations 28

Insurance Violations 9

Driver’s License Violations 6

Safety Belt Violations 5

Traffic Violations (Other) 15

Total Citations 65

Other Arrests 0

Vehicles Towed 5

Offender: Clifton Banks, 36 – 8700 Block of S. Emerald Ave.

Charges: Two Felony Counts – Attempt Murder – First Degree

Court : Central Bond Court – 2600 S. California Avenue – January 30, 2017

Narrative: Banks was arrested after being positively identified as the offender who fired a weapon striking a 39 yr old male in the head and a 30 yr old male in the left leg after being involved in a verbal and physical altercation in the 1200 block of N. State, on January 28, 2017 at approximately 3:27 a.m. The victims were transported to Northwestern Sinai Hospital and were listed in stable condition. Banks was located by responding officers on the scene and charged accordingly. A second suspect who was questioned in this incident has been released without charging. No further information is available at this time.

This alert gives notice to the citizens residing in the 3rd District (Grand Crossing) of robbery related incidents have occurred during the month of January. During these incidents, the offender(s) approached the victim on the street, announced a robbery while either displaying or implying a weapon, and demanded the victim’s property.
